SAN FRANCISCO — The next version of Microsoft’s flagship operating system will be called Windows 10, as the company skips version 9 to emphasize advances it is making toward a world centered on mobile devices and Internet services.
The current version, Windows 8, has been widely derided for forcing radical behavioral changes. Microsoft is restoring some of the more traditional ways of doing things and promises that Windows 10 will be familiar for users regardless of which version of Windows they are now using.
For instance, the start menu in Windows 10 will appear similar to what’s found in Windows 7, but tiles opening to the side will resemble what’s found in Windows 8.
Joe Belfiore, a Microsoft executive who oversees Windows design and evolution, said Windows 10 will offer “the familiarity of Windows 7 with some of the benefits that exist in Windows 8″ to help business users make the transition.
Microsoft offered a glimpse of its vision for Windows at a San Francisco event Tuesday aimed at business customers. Microsoft is making a technical preview version available to selected users starting Wednesday. It plans to unveil details about consumer features early next year, with a formal release in mid-2015.
Analysts consider the success of the new Windows crucial for Microsoft and new CEO Satya Nadella, who must show that Microsoft can embrace mobile devices without sacrificing the traditional computing experience.
The new software represents an attempt to step back from the radical redesign that alienated many PC users when Windows 8 was introduced two years ago. But it’s not a complete retreat from Microsoft’s goal of bridging the gap between PCs and mobile devices: It still has touch-screen functions and strives to create a familiar experience for Windows users who switch between desktop computers, tablets and smartphones.
Microsoft executive Terry Myerson said Windows 10 will be “a whole new generation” and, as expected, will work across a variety of devices — from phones to gaming consoles.
Microsoft currently has three main systems — Windows 8 for traditional computers and tablets, Windows Phone 8 for cellphones and Xbox for its gaming console. By unifying the underlying systems, software developers will be able to create apps for the various devices more easily. Consumers will also be able to switch devices more easily and avoid having to buy the same apps multiple times.
That doesn’t mean the apps will look the same on the various devices. Developers will still be able to adapt apps for the various screen sizes, but won’t have to start from the beginning for each version.
User interfaces on the various devices may also differ, even as they share underlying technologies. For now, Microsoft plans to keep the current Xbox interface on the game console.

MANILA, Philippines―Netizens were outraged by the spread of a social media post by a sexy model bragging a business card signed by a high-ranking official of the Philippine National Police (PNP) which she used to dodge a traffic violation.
In a Facebook post which has been making rounds on social media, model Alyzza Agustin said that she was able to avoid being reprimanded or a traffic violation because of a business card signed by PNP Director for Plans Alexander S. Ignacio.
The post read: “Nahuli nanaman ako dahil coding but because of you Boss Alex wala ng huli huli. Thank you so much sa napaka-useful mong card with matching dedication pa #happykid”
(I was caught again because I had violated the number coding, but because of you, Boss Alex, I was not apprehended. Thank you so much for this useful business card with matching dedication.)
The business card of Ignacio read: “PLS ASSIST MY EA, ALYZZA AGUSTIN”. Agustin did not clarify what “EA” meant.
Some netizens questioned her capability to think, saying that she should not have posted and bragged about her connection.
Some people also suggested that Agustin was more than as an “executive assistant” to the police official.
Meanwhile, some saw the scandal as an opportunity to question if the practice of hiring models as “executive assistants” is prevalent in the police force.
Agustin has since deactivated her Facebook account. Meanwhile, PNP Spokesperson Senior Superintendent Wilbur Mayor, said Ignacio is out of the country but will explain his side of the story when he returns to the country.

MANILA, Philippines–Malacañang on Tuesday said it supports proposals to require the registration of prepaid mobile phone SIM in a bid to address kidnap-for-ransom cases.
“According to NTC (National Telecommunications Commission) commissioner Gamaliel Cordoba, it is preferable that a law be passed requiring SIM card registration,” Communications Secretary Herminio Coloma Jr. told Palace reporters.
“The Executive branch has manifested support for proposed bills that are now being discussed in Congress,” he said.
The proposal was reiterated on Tuesday afternoon by anti-kidnapping crusader Teresita Ang-See who was testifying at a Senate hearing.

MANILA, Philippines ― A man and his wife involved in the production of online “fetish” videos where scantily clad girls step on and torture animals were sentenced by a La Union court to life imprisonment Monday.
According to the website of animal rights group People for the Ethical Treatment of Animals-Asia Pacific (Peta), San Fernando Regional Trial Court Branch 30 found Dorma and Vicente Ridon guilty on charges of “child abuse, animal welfare crimes, human trafficking, and wildlife-protection crimes.”
The court also directed the couple to pay P9 million fine each.
Jason Baker, Peta-Asia Vice President, lauded the sentencing of the couple and said that it serves as “a warning to anyone involved in the vile crush video industry: there are grave consequences for harming animals.”
According to Peta, the couple was involved in producing videos which showed scantily clad girls “skinning a dog alive and burning another with a clothes iron, cutting off rabbits’ ears and setting the rabbits on fire while they flailed and screamed, hitting a monkey in the eye with the sharp end of a stiletto heel, and crushing puppies until they vomited their own internal organs.”
One of the girls in the “crush” videos was only 12-years-old during the filming.
Peta also added that these “crush” videos are being bought by sexual fetishists from Australia, France, Korea, Malaysia, the United Kingdom, and the United States over the Internet.
The couple was arrested in 2011 after Peta and the National Bureau of Investigation conducted a probe on the involvement of the two in the production of the said “fetish” videos.

ISTANBUL — Turkish President Recep Tayyip Erdogan, known for his hostility to social networks and mobile technology, on Sunday brushed off the frenzy surrounding Apple’s new iPhone 6, saying it was much the same as its iPhone 5 predecessor.
Erdogan said that he had seen the lines snaking round an Apple sales shop in New York during his visit last week to attend the UN General Assembly.
“This brand brings out a new model pretty much every year,” Erdogan said in a televised speech in Istanbul.
“But in fact it (the iPhone 6) is not really different from last year’s version,” he said.
“It is not the telephone that is being sold but the brand of the telephone.”
Erdogan has been in the past notoriously hostile to new technologies. He is particularly antagonistic towards social media, even though some top government ministers are enthusiastic Twitter users.
Twitter and YouTube were temporarily banned in Turkey earlier this year after both websites were used by opponents of Erdogan to post allegations of corruption against his inner circle.
The blocks were eventually overturned through court rulings stating the bans were not in line with rules on free speech.
In August, Erdogan compared social media to a “knife in the hand of a murderer,” declaring that he did not like to “tweet and schmeet.”
Apple, one of the United States’ best-known corporations, launched its new iPhone 6 to succeed the iPhone 5 earlier this month, selling over 10 million units in the first three days.
Erdogan made his argument against the latest device at the launch of a new brand for Turkey’s exporters, “Turkey: Discover the Potential.”
He said that brands were the engine of growth in the US economy and Turkey needed more of its own.
